Fix some CtsVerifierTest's PolicyTransparencyTest for AAOS

1. If the test is running on device owner mode, it should use device
owner's DPM to set user restriction since some restriction, e.g.
no_config_account, no_factory_reset, are only allowed for device owner
2. Disable tests for unsupported features for AAOS
- Easter egg / game
- Config lock screen tests
- Check permitted accessibility service (when third party accessibility
service is supported)
