Increase TimestampVerifier constants for watches

Increase TEST_MAX_JITTER_MS_ALLOWED and TEST_STD_JITTER_MS_ALLOWED for
watches to empirically derived values to fix flaky testFastTimestamp.

Also fix some warnings.
