CTS Verifier Latency test, fix bad PASS message

Was using different criteria for reporting the error vs enabling the
PASS button.

Test: Inject a high latency into the Latency test as described in the bug.
Test: Run CTSV test, see bug for more details.
Test: "ProAudioLatency:FAIL" should match the PASS button being disabled.
