[RESTRICT AUTOMERGE] Try to fix ConfgurationScreenLayoutTest
The test failed because the screen layout logic differs between
framework and test. This Cl updates the logic to reduce screen layout
from all orientations to align wth what framework works.
Note that this CL don't need to forward to the next release because
we update the logic to only consider the current orientation, which
makes the logic easier to maintain.
