Make SpellCheckerTest multi-user aware
This change list ensures the SpellCheckerTest is compatible with background visible users by including the test user ID as an argument in the IME shell command. Additionally, the timeout has been increased to 10 seconds to accommodate slower emulators and improve test reliability.
