Change CTS Verifier suite name to CTS_VERIFIER to match processing in APFE. Report curent time instead of system uptime for report times. Bug: 32723464 Test: CTS Verifier reports should now be uploadable to APFE. CTS Verifier results should now should the time the report was saved. Change-Id: I0af10f8eaa8288af8f1841e31206b275db59a5ea
