Reverting partial changes from aosp/2769059

Since the issue b/291069162 is about GKI build, we don't need to add GSI
+ unlocked device check in DeviceOwnerKeyManagementTest. Hence removing
  the changes to check GSI + unlocked device and instead excluding this
  test from cts-validation test suite.
