Add test plans cts-on-gsi-on-<dessert>
These test plans are for mixed auto testing on old version devices.
The test plan lists the excluded test cases due to some issues on
old device vendors. These issues would be fixed on the latest
version. However, these issues are not security patches, so the
devices won't have new releases on old versions to fix them.
The patch also initial some excluded test cases.
