Annotate Block cipher tests with NuggetOS specific bugs.

It is known that NuggetOS Strongbox does not fulfill all of the
expectations as to when cipher text is to be generated.
This patch annotates the failing tests with known bugs.
This CL can be reverted as soon as NuggetOS has fixed the issues.
