Camera: Skip BurstCaptureTest in foldable mode

Some foldable devices may include camera sensors that get
completely covered when the device is in folded state.

Avoid a few possible failures when Camera CTS is running
under extremely low light conditions.

Test: run commandAndExit cts-foldable -m CtsCameraTestCases -t android.hardware.camera2.cts.BurstCaptureTest#testJpegBurst
