Copy set of certificates from internal to AOSP.

I've tried doing this by cherry-picking but there are multiple changes
that have not been cherry-picked to aosp, so I thought it was best to
combine it into a single change. After this change we should perform all changes as AOSP-first and follow https://g3doc.corp.google.com/company/teams/android-art/libcore/ca-certs.md?cl=head
