Ignoring CSHS dump test

Reason: CTS test branch(external branch) are not in sync with the Tm-QPR release branches (internal branch). This particular test is not testing a public/system API but it is testing an internal contract within CarService and CarServiceHelperService. So there is not much impact to disable the test.
