Remove some flaky WindowInsetsAnimationControllerTests from presubmit

Seems that even with MockIme [1] the following tests are still
randomly failing.

 * WindowInsetsAnimationControllerTests:
  * testControl_andImmediatelyCancel[ime]
  * testControl_andLoseControl[ime]

Let's temporarily exclude these tests from presubmit until we figure
out what's going on so as not to block other people.
