Toggle MANAGE_EXTERNAL_STORAGE from the host

Add hostside tests for Environment.java as tests for
isExternalStorageManager() requires toggling the MANAGE_EXTERNAL_STORAGE
appop. This is done as StorageManagerService kills the app when the
appop is denied. See ag/12048548 for more context.
