Camera2: Add a reprocess JPEG EXIF test
Add a test to verify the JPEG EXIF data in reprocess outputs.
Moved some test code from StillCaptureTest to CameraTestUtils so it
can be shared by StillCaptureTest and ReprocessCaptureTest.
Added a function to get the right reprocess output image reader and
image reader listener based on whether the test case shares the same
image reader for regular output and reprocess output.
