Skip IME switch tests on Automotive with Scalable UI
The IME does not reappear when switching input methods within a
multi-window environment configured for split-screen (like Automotive
Scalable UI).
This is a corner case for ImeInsetsSourceProvider to be fixed as part of
b/416752402.
