  "message": "Support secondary_user_on_secondary_display in CtsDisplayTestCases\n\nsecondary_user_on_secondary_display is for background users that have\naccess to UI on assigned displays (a.k.a. visible background users) on\ndevices that have config_multiuserVisibleBackgroundUsers enabled. The\nmain use case is Automotive\u0027s multi-display Whole Cabin experience where\npassengers (modeled as visible background users) can interact with the\ndisplay in front of them concurrently with the driver (modeled as the\ncurrent user) interacting with driver\u0027s display.\n\nThe testRefreshRateSwitchOnSecondaryDisplay test uses overlay displays\nto verify refresh rate changes on secondary displays. In automotive\nmulti-user multi-display environments, each public display must be\nassigned to a user to avoid exceptions. However, overlay displays are\nmanaged by the global setting (Settings.Global.OVERLAY_DISPLAY_DEVICES)\nand are always assigned to the current user. As a result, visible\nbackground users are not supported on overlay displays.
