Skip tests that a car doesn't support in IdleConstraintTest

- Car device doesn't support automotive projection (display projection
from one car to another).
- So, checking idleness based on automotive projection state doesn't
work on a car device.
- Tests using automotive projection state will be ignored on a car
device.
