Adding device to support Felica network features

Fujisoft claims following.
1. Access is controlled by limiting UID which can be permitted.
2. Even if R/W will still seem be enabled, however some processes trying
to access which are not permitted are not allowed to access the device
since we make a judgement using the UID.
3. UID should be permitted to Write/Read is set on every Device File.
4. Limiting the processes in middle and application layers trying to
access to the device file, security is maintained.
5. This security method is designed to restrict access control and it is
expected when the application has been switched.
6. The UID that allows access to each device file varies.

example.
