Add assumption failure for CTS CtsProviderTestCases

Need to add assumption failure for all the test cases which
are using slice & panel. These 2 are not currently supported with wear.

Test: atest android.provider.cts.SettingsPanelTest
      atest android.provider.cts.WifiSliceTest
