Disable hidden API check tests.

While these catch real bugs, they weren't designed with mainline in mind
and so break every time mainline does an SDK finalization. Until the app
compat team gets staffing and can properly support these tests, they've
become too onerous to maintain, even with a dynamic update mechanism.
