Add CTS test suite for CallDiagnosticService API.

Registers a fake SIM phone account as part of the CtsConnectionService.
Uses this to verify binding to the call diagnostic service which is
overridden using a Telecom shell command.
Verifies passing of most values to/from the API.  Some items are still
pending and will be followed up in a further CL.
