Modifying Backup and Restore's device and host side CTS tests to support HSUM scenarios.
Change includes -
- Change Test manifest to allow tests to run for non-system users.
- Fix for Android.bp data declaration to include all test apps.
- Ensure package install, un-install is done for the right user. It is important as restore at install will happen for that particular user for which package is installed.
- Ensure utility commands like `bmgr` and `adb` are called for the correct user.
