Remove metrics logging tests from device policy CTS

The existing metrics logging in DPM has never been properly
utilised due to some architecture limitations. Metrics aren't
really public APIs so it's questionable to check them in CTS
anyway. And many of these metrics tests are also flaky. Let's
just remove them allgotegher.
