Test personal app suspension by PO on org owned device.

The activity used to test suspension and the test methods are
extracted into separate android-library so that it can be included
in other packages in a follow-up CLs to test cases when the app is
an IME, A11y service or a dialer, in which case they shouldn't be
suspended.

Test: com.android.cts.devicepolicy.OrgOwnedProfileOwnerTest#testPersonalAppsSuspensionNormalApp
