Made HIDE_NON_SYSTEM_OVERLAY_WINDOWS permission available to pre-installed apps Allowing pre-installed apps to use HIDE_NON_SYSTEM_OVERLAY_WINDOWS permission which can prevent other app's overlay displaying on top of its activity.
