Set CtsVirtualDeviceCommonlib sdk_version as test_current

This change sets CtsVirtualDeviceCommonLib sdk_version as test_current.
Previously the sdk_version is empty, and by default if the sdk_version
is empty the library will be built against the implementation of
framework jars. This change remove the dependency of framework
implemenation.
