Make Widget Framework Test less confusing

Widget Framework Test in CtsVerifier consists of 4 steps, only the first
two steps are affected by the dimensions of the widget. This CL
re-enabled the last two steps of the cts test to prevent any confusion
incurred by disabling all 4 steps of verification in the previous CL.
