[CTS Verifier] Fix the Permissions Popup Message

Fix the "Please grant all permissions" popup message for ATS Verifier.

ag/16367123 was landed in December and introduced explicit
ACCESS_BACKGROUND_LOCATION permission check. CTS Verifier needs it, but ATS Verifier does not.
So, with added check, whenever user opens ATS Verifier for the
first time, the "Please grant all permissions" Popup Message is
displayed. It's quite confusing and we got some questions from partners
about it - b/221703256.
