Fix generation of parameterized permission policy argument tests

Currently Bedstead does not generate parameterized policy argument tests for
permission tests, and in addition completely omits the underlying
permission tests from the run.

Correctly generate dynamic parameterized annotation for permissions in
the annotation map needed for parameterizing policy argument tests.
