Test power component UI behavior per power policy

1. established a framework to test various power component UI behavior
with respect to power policy via Cts Verifier. Currently, there are 16
power components in AAE
2. implemented tests for wifi, bluetooth and location components
3. aggregated three component testing into a single flow so that the
testing operation is simplified for the users per Keun-young's
suggestion.
