Add PhoneAccountRegistration related CTS tests. 1. Third party apps cannot register a phone account with CAPABILITY_SIM_SUBSCRIPTION (b/21644860) 2. Registered phone accounts are not enabled automatically. 3. Prevent 3rd party app from enabling its own phone account. 4.
