Scroll more carefully in CtsSyncAccountAccessOtherCertTestCases
Currently we are scrolling almost from the bottom. In some cases this
can close the notification shade instead of scrolling it upwards.
Scroll from the middle instead.
Test: atest CtsSyncAccountAccessOtherCertTestCases on a device with a
lot of notifications. Usually no scroll is needed and the test passes
even without the fix.
