Parameterize the SignatureMultiLibsTest tests

Creates a test for each shared library that the test can test. If a
device does not support a specific library then the library specific
test will fail with an assumption failed result.

Test: atest CtsSharedLibsApiSignatureTestCases
      - removed javax.obex from the set of available shared libraries
        and verified that the tests reported ASSUMPTION_FAILED
