Fix ActivityLifecycleTopResumedStateTests testTopPositionSwitchOnTap

This is a flaky test in some poor perfomence device. We should not  clear the lifecycle log until wait the SideActivity become ON_STOP status.

Test: run cts -m CtsWindowManagerDeviceTestCases -t android.server.wm.lifecycle.ActivityLifecycleTopResumedStateTests#testTopPositionSwitchOnTap
