Updated the Contacts CTS test to include 2 minor fixes.

1. Remove the requirement that the handler of
   ACTION_MOVE_CONTACTS_TO_DEFAULT_ACCOUNT must be the AOSP CP2 package.

2. Fix the test module MoveToCloudDeviceContactsAccount, to assert the
   contacts remains in custom local account rather than being moved to
   null account.
