CDD: Add requirement for EuiccManager API Bug: 124392245 Test: None - Clarify the EuiccManager requirements starting from Android Q - Reduce API fragmentation and developer friction: mandate that if eSIM functionality is made available to 3p apps through any proprietary mechanism, then the AOSP EuiccManager API must also be implemented and made available.
