  "message": "Respect `provides_uses_lib` for modules added via `[optional_]uses_libs`\n\nPreviously `provides_uses_lib` property affected only those\n\u003cuses-library\u003e dependencies that are automatically deduced by Soong as\nimplicit Java SDK libraries reachable from the `libs` property.
