  "message": "Create a framework.aidl for non-updatable platform\n\nframework.aidl includes the parcelables from the non-updatable\npart of the framework as well as the modules. This causes a\ndependency cycle when building module stubs:\nmodule_stub -\u003e module_sdk -\u003e framework.aidl -\u003e public_sdk -\u003e module_stub\n\nThe module_sdk only includes the the stubs for the non-updatable\npart of the framework, so it should also only contain the non-updatable\nparcelables.
