  "message": "Reimplement verify_uses_libraries.sh in manifest_check.py.\n\nPreviously there were two different scripts that did similar things:\n1) build/soong/scripts/manifest_check.py\n2) build/make/core/verify_uses_libraries.sh\n\nBoth scripts extracted \u003cuses-library\u003e tags and `targetSdkVersion` from\nthe manifests of Java modules, but 1) worked for XML manifests, and 2)\nworked for APKs.
