Define RELEASE_PLATFORM_VNDK_VERSION as 35 for the -next build

Set PLATFORM_VNDK_VERSION to 35 by defining
RELEASE_PLATFORM_VNDK_VERSION to the -next build. This will skip
freezing the VNDK for the release build.
