Promote some AVF flags to -trunk

They have been very stable in trunk-staging and ready to be promoted to
-trunk

Ignore-AOSP-First: testing on an internal build closer to have a more
  accurate approximation of what is released to end-user. Will
  cherry-pick into AOSP after merging in git_main.
