Enable flag: ENABLE_LLPVM_CHANGES in trunk_staging

Now that LLpVM is stable, enable the flag in trunk_staging testing.
Note: aosp/2770563 enabled other AVF flags already.

Test: AVF-presubmits & postsubmits
