Disable RELEASE_AVF_ENABLE_LLPVM_CHANGES on -next

The shusky trusty prebuilt on -next release configuration doesn't seem
to be ready for the RELEASE_AVF_ENABLE_LLPVM_CHANGES, hence we need to
disable the flag until the correct version of trusty prebuilt is
available on -next. Note: other release configurations (trunk-staging,
trunk) are not affected, since they already have recent-enough version
of trusty.

Ignore-AOSP-First: flag only enabled on git_main
