Use "root" aconfig module in all release configs

Remove the redundant copies of the aconfig flags from next and
trunk_food.  Ignore ap2a to reduce merge conflicts.

Test: croot build/tools/aconfig && atest --host
Ignore-AOSP-First: will manually push this
