Add a script to prepare a Bazel environment Starts the migration of the prepare_bazel_test_env script which utilizes Soong prebuilts to scaffold a Bazel environment that can be used for executing tests. Test: N/A Change-Id: Ia6f88dfa7b85f9fe9225d9d162902117d660f3bd
