Delete bazel_common_rules/docs. Kleaf was the last user of these rules, and it has migrated to using stardoc() directly and checking in the Markdown files to the source tree. With bzlmod, it is impractical to build stardoc() targets in an isolated environment without access to the Internet due to Maven dependencies. This directory contains common Bazel rules and tools shared between the Platform and Kernel builds.
For platform-specific rules, place them in the platform checkout's //build/bazel/rules directory.
For kernel-specific rules, place them in kernel checkout's //build/kleaf directory.
