rename summary.csv -> metrics.csv

  we are not actually summarizing anything
  but just collecting metrics from multiple runs

Test: ./incremental_build.py -c change -- nothing

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
