Add bazel support for custom canned fs config files.

This also changes the sort order of the bazel generated fs config file
to be consistent with Soong's (readonly, bins, then dirs).

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
