Add -fPIE to binary compile commands

Test: b aquery --config=android //packages/modules/adb:adbd__internal_root_cpp
  and verify it contains fPIE

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
